[BC] SCA ON TRANSLATORS

So the big question still remains...are SCA's allowed on translators that
did not originate with the primary station, such as telemetry for the
translator or special 'private' programing, not intended for the general
public?

At this point, does the FCC even care?

RDS is intended for use by the general public. It is not a private
transmission. I suppose if one wished they could claim the stereo pilot is
not part of the audible main channel and as such is an "SCA".
