[BC] Harris FM 3.5K tube vs. neutralization

I've worked on a 3.5 ( converted to a 5--a very bad idea, it turns out)
quite a bit, including PA disassembly.
In my experience, the neutralizzation has very little effect, only changing
the tuning a tad.
One thing that was found to be necessary was to set the multimeter switches
to read IPA reflected power and tune for lowest reflected.
If you get the same after being sure there are no dirty contacts or
mechanical/physical problems., I would suggest another new tube to prove
that this one is not just quirky ( the 4CX3500 tops my list of tubes that
should never have been made.) Who made/rebuilt this tube ?.........
