I would agree.  A typical translator is just a receiver on one channel
connected to a transmitter on the other with composite signal going between
them.  You could design it to strip the SCA off, but as far as I know, there
is no requirement to do so.  Also, I don't think there is any prohibition on
adding a unique SCA to a translator that is not on the primary station.
