        Yes. It is in the Rules. And if you look at the
        BDR Enforcement Watch Page, you will see
        the FCC usually offers some stiff fines when
        companies who fail to update registration are
        found.

        Don't forget, the FCC has a lot of different
        areas to inspect, with relatively few people,
        many of whom are tasked to look for the
        "easy" fines, EAS, Main Studio, Public File, etc.
