Why would a non US station ID in English??  There are very few countries other than the US that have such stringent ID requirements in the first place. KISS 104 is a perfectly legal ID in many places outside the US.

Actually that is incorrect. The Mexican government does a pretty good job on policing stations, especially high powered ones. They have a lot fewer legal constraints compared to the FCC.  Also, many stations are owned by either well financed and politically connected groups or the government itself. In either case, there is no real reason to violate the rules. 

The current treaties limit North American stations to100 KW days only, 50 KW or less nights.
