When George W Bush added 1 month to DST, the various companies such as Microsoft sent out patches to make sure the time change was correct.
I think the problem with many automation systems is that once they run an event it's marked as "aired" and thus won't run again. Otherwise, the easiest solution is to simply run the entire hour's events a second time when going to standard time. It's 2:00am, a time with minimal audience.
KQED Radio's solution is to start an hour-long program at 2:00am (daylight) and start the next hour-long program at "2:01am", but since the system won't interrupt an event in progress, it doesn't run until the first program ends an hour later. It's a nice solution.
