[BC] Low Power FM applications

I got a call from a friend of a friend today who is interested in filing an
application for a low power FM license for some place in Minneapolis, MN.
Apparently they've done enough homework on the FCC websites to determine
that they have a shot at getting a license for their church.  I'm not
anxious to get involved in this project, but I seem to remember reading on
this list that there are folks who will do this sort of thing pro bono,
maybe equipment vendors who could make some money on equipment sales?
Do any of you have names or ideas for these folks?  Thanks
