[BC] DST for the rest of you

Most of our systems deal with it just fine. The only one I worry about is
Premiere's "After Midnite" - they send the entire show down as a 6 hour
recording - not hour by hour as everybody else (USRN, Cumulus, etc)
doesSwhich means I'll be remoting in at 2 AM to tell the XDS receiver to
cue the file back and replay an hour. FYI - yes I did call and e-mail but
no reply was returned.
