Completely agree about confiscation; out of the question morally and
legally. My comments applied more to the increases to 100KW rather than
reduction to 10KW.  However, in the past arguments have been made by lawyers
and consultants to the Commission on behalf of their client stations to
change the Rules so as to enhance their business properties as business
entitles, the recollection of which provoked my assertion.  An earlier
commissioner scolded a TV station group that it was not the Commission's
role to dole out markets hares, just to keep the playing field as level as
possible.
