How so? I don't perceive that at all in my reading of it. Note that it is
neither the objective nor obligation of the FCC to protect and enhance the
financial investments of entrenched interests, but rather service to the
public using the public's scarce spectrum. The proliferation of many small
stations with 'roof-top whips' serving COLs with locally originated
programming is arguably preferable to today's situation of syndicated
programming on a handful of 'blow torches.' If station owners 'cash out' by
selling their urban tower sites to real estate developers, so be it. No loss
to the public interest. Businesses turn over all the time; it's the American
Way.

>I read this as an attempt to further destroy AM broadcasting. In
particular, the broadcaster can sell the transmitter site with its
high-value real estate and transmit from a roof-top whip antenna in the COL.
