Wow!  Thanks for the link.  I'm flummoxed or something.  I had no idea that the correction was a nationwide thing (which seems strange given that generators tend to lead or fall based on load and load should be a fairly regional thing I'd think.  

So, we get the most accurate time out here in the West.  Wonder why they did it that way...
