[BC] Directional Antenna Proofs

This in part depends on how the station was designed. While the FCC, at 
broadcasters request, dropped city grade from 25 millivolts to 5 
millivolts, I always felt it was foolish to have less than 100 MV/m city 
grade. Those stations can still be heard.
