[BC] Elevated radials DA with top loading and a M-o-M proof. WGNY, Newburg, NY

Clarence is a brilliant consulting Engineer, and a really nice guy.   
His father was brilliant too, but I never knew him.

Even before the rule changes, he could jam translators into places  
that they couldn't fit.  He would convence the Commission that the  
location he chose, and the high gain antenna (so the signal on the  
ground was low) would not cause interference to first, second and  
third adjacent stations, even though the spacing was not there.  Plus,  
he is just a nice guy.
