[BC] AM Band Migration/FM Band Expansion

I have written this before, but here we go again.

Incumbent FM broadcasters have absolutely no interest in creating new  
compition for themselves.  Many AMs don't want it either, though some,  
especially those with inferior signals, would like the opportunity to  
improve their competitive position.

It would be an opportunity to unpack some of the short spacings,  
especially in the Northeast, Southern California, and to an extent,  
the Chicago area.

Some channels could be used to move some of the interference  
generators from the AM band to FM, but that is not really fair to  
those left behind.  Consider how well this worked for the expanded AM  
band!
