Without a ground strap, yes, but not exactly.
Generally, there is a wide piece of strap to the tower(s), from the
transmitter, transmitter building and the phasor. The total current
is unevenly splitting the current between the strap and the shield of
the feed line.
Even with an elevated ground system one should still run strap between
everything. You would still want to have at least three ground rods
connected to the bottom end of the arc gap for lightning protection.
