Only anecdotally.  I was associated on a contract engineering basis
with two organizations with this sort of government deal.  One was a
LPTV and one was a mobile SNG operation.  In both cases, there was a
nominal figurehead who had no real responsibilities but who drew a
paycheck for his "contribution", which was literally just showing up
and randomly signing things.

As someone who is genuinely interested in a level playing field and
equal opportunity, I could only shake my head.  Someone who worked
with me remarked that MLK must have turned over in his grave.

I said it was a shame we didn't think to put magnets in his pockets at
the burial, because with all the cumulative perversions of what he'd
tried to accomplish over the years he was likely already up to about
3200 RPM.  We could have lit the entire City of Atlanta from the
resulting rotating magnetic field.
