[BC] AM Band Migration/FM Band Expansion

FCC wise nope ....Still hopeful (boy do I have a plan) but I personally
don't think it's going to happen in my lifetime after all we are going to
need those sucky Low-VHF TV digital channels for the relocated TV boys that
might want to swap prime for sub-prime and still get a little cash
(reimbursement) to make the move.
