Since the station is licensed to an educational institution, it does not
need to operate at all "during those days designated on the official
school calendar as vacation or recess periods."

http://www.hallikainen.com/FccRules/2012/73/1740/ specifies that
"Notification" (no specified form) of the Commission by the 10th day of
extended non-operation. This section also specifies there is no minimum
hours requirement for NCE AM and TV stations.

However, 73.1740 is not listed in
http://www.hallikainen.com/FccRules/2012/73/801/ as being a rule
applicable to LPFM stations. 73.1740 is listed in a sub-part as
"applicable to all broadcast stations," but only specific sections of this
sub-part are listed in 73.801. So, it's curious why they either do not
include all these "applicable to all broadcast stations" rules or not
include them individually but reference the section range. Since
individual sections are listed as being applicable, it appears that only
those sections apply, and other "all station" rules do not apply.

Finally, http://www.hallikainen.com/FccRules/2012/73/561/ specifies what
an NCE should do for periods of non-operation, but, as above, this rule is
not listed in 73.801 as being applicable to LPFM.
