AH HA! That's from KFTX's Sage. Bingo. I just did not think to look in 
the proper place to find this. Per Sage's recommendation, Cap tab, 
require sig and verify sig are checked. This means a bad sig on a 
message goes no-where.

OK, problem at originator, or bogus message :-)
