Would there be any downside to feeding the
insulated counterpoise against a grounded tower?
Maybe this would allow the grounded tower to be
the target for lightning and suffer fewer
problems.  

I did this once with a 65', grounded Rohn 25 tower
on 75 meters.  The four wire horizontal, resonant
counterpoise wires, about 10' above ground, were
fed against the tower.  It seemed to work OK,
until a buck with antlers tangled with it. :-)

Four elevated radials, insulated on their outer
ends, connected to ground near the tower, have
been shown to have essentially the same field as a
conventional 120 radial system. They are in use in
tidal areas world-wide to solve the problems with
effective antenna height. The only "ground" they
need is for lightning protection.
