[BC] FCC IPAWS

What I'd like to know is, why did my box log the test as received at about 5:30 PM? The time inside the message is around 11 AM as everyone reports, but my EAS box didn't get it until. 5:30 PM.

Oh, and I got two tests today, both dated yesterday.
