That additional TSL is only valuable if the stream duplicates the OTA
programming 100%. If it doesn't, the two can't be combined. That's
particularly true if the OTA spots are replaced on the stream. If
they're not combined, the two would have to be sold separately.

A whole new industry sprang up to cover the OTA spots.
