[BC] Uselessness of HD

The point is to provide content reception for the 99.5% of the desired
demo which doesn't have HD Radios.  In this case, Spanish sports.

Since the translator is the one really driving the revenue, they might
have an out with Ibuiquity.

The moratorium was in part related to Ibiquity getting their act together.
 But any FCC restrictions were sunset long ago shortly after the standards
for adding the secondary services were settled.  It didn't happer roll out
in the least.
