I recall a similar trouble with an SX-1 so many years ago I have forgotten some of the details. Symptoms were no power out and no indicated PA current.  Turned out to be the PA current metering module. It was a rather expensive Harris lab grade current sampler. It is located near the bottom on the right side of the transmitter if my memory is any good. It has an internal shunt that was open. To get the thing back on air, I jumpered the PA supply  leads going to the module.  
I got RF back but there was no PA current indication of course, until the module was replaced.  Maybe this helps....hope so.
