As I recall, FCC selected Magnavox, and Kahn sued.
Because Kahn's suit effectively negated the selection
of Magnavox, Motherola went into full production and
distribution of CQUAM receiver chips.
By the time the dust was settling on the law suits, there
were many, many radios out there that could receive
CQUAM, but few that could receive anything else.
Hence, Motorola won by default, and Kahn kept kicking
about it for years, even though he could not produce
any receivers.
