  This does not take noise into consideration, but it can not be ignored.
The change from 4,800 Volt to 13.8 kV neighborhood distribution has reduced the range of every AM station in West central Florida to a quarter of what it was and all of the traditionally 5 kW stations are running 11 kW and similar powers.  FM reception also does not suffer from  co and adjacent station interference, or Ibuz.  (anywhere that I have been)
