You are correct that the FCC didn't want to move, and they dragged  
their feet.  There really weren't many good restaurants very near 1919  
M, NW, but some OK carry-outs.  However, within a 15 or 20 minute walk  
there was and is some very nice restaurants.  I lived within blocks of  
the FCC for years.
