What about lowering the B+ voltage to the amp, has this been tried?  Set the input to minimum specified drive and lower B+ till you get the desired output.

The station however, can't use it because it won't throttle down below
900 Watts.  If they starve it for drive, it faults to off due to low
drive.  It only operates between 900-1000 watts.
