Tom, I don't think doing this is illegal; it's just not the smart thing to
do. If an FCC inspector looks at the meters just right, he could easily
cite you for overpower. Plus, it accomplishes nothing to transmit that extra 5%
considering the risks of an FCC fine. And if the FCC inspector looks at
your logs (assuming you log TPO) he won't be too impressed to see many log
entries over an extended time for 105%.
