This is a case of following the letter of the law and not the spirit of the law. Some inspectors would write you up for that, because, they will say, you are supposed to maintain your power at the licensed level as close as reasonably possible. They allow you the 5% tolerance to account for things like power line voltage variations and component value drifting, and not for cheating.
Besides, that extra 5% is gaining you NOTHING. I'd challenge anyone to a blind test to determine if they could tell the difference. Only an FIM would know for sure. All they're doing is running up their electric bill.
