There is a way around this, which might work for you...
Buy just Internet from them. They can not filter this way. Then program your
DTV set for 'cable' as opposed to On Air. Use a splitter to run the cable to
both your TV and cable modem and you'll see lots of 'free' channels. Your DTV
will use 'clear QAM' to receive the digital channels sent in the clear. I do
this with Comcrap and it works perfectly. Yes they are slowly migrating to IP,
but I still receive almost 100 digital channels this way, including all the
locals (in HD), all their subchannels (which I don't get with DirecTv), my
local municipal channels, CSpan, The Weather Channel, WGN, and some movie
preview channels.

Time Warner Cable has a neat monopolist trick to pile up the cash: Here,
their franchise requires them to offer "basic cable" for about
$20/month. That provides about 20 channels. To get anything more than
that, you are forced to go all the way with "digital" with its hundreds
of channels and a price over $70/month.
