 Had those at WSLR back when. Two of them for three phases, so
 two phases chased the one without the regulator.

 It's essentially a motorized auto-transformer to buck/boost that phase.
 They were out of service by the time I got there, or my memory ain't
 what it used to be, but I believe the drive motor was bridged across
 phases such that if phase A was low, it ran one way, and if it was high
 it ran the other until the voltage matched.
 Details escape me, except that it was a simple auto-transformer.
