Now a days, the power company's require a questionnaire about projected load.  I always spec two transmitters running TX rated power, not licensed power (test purposes into the dummy load.), plus double the initial design of all other loads including HVAC.  Usually that nets at least a doubling of the transformer size and resolves any issues with source impedance of the supply.
