You nailed it! The old Western Electric had scope
jacks on the front panel. In order to tune the
rig, one wheeled the scope cart along and plugged
into the appropriate holes. The tuning controls
were accessed with a very large Phillips-type
screwdriver. Making certain that the correct
control was adjusted while having the o-scope
plugged into a specific pair of jacks could be a
bit confusing. The Continental 317C-3 that I had,
completely addressed this annoyance. When the
built-in scope was switched to a particular
setting, the proper raise-lower tuning motor was
also selected. Much nicer from an operational
standpoint.

"Probably the design age more than the technology was the problem. Continental got out of the pure Doherty TX business when they replaced the WE designs after the WE sale and moved to straight screen modulation to 10 KW and Doherty 50 KW (and higher) add on amplifiers. ...I guess having a number of years to refine designs and newer and better technology help a lot.
