 If the original can be located, yes.
 If the original description can't be found/located,
 then the licensee is already in violation.
 If descriptions can't be had at all for some reason, then
 I would fall back to GPS bearing and distance as if
 I were running new points for that pattern.
 ( based on a GPS reference also taken by me at the time )
