VSat-Systems offers an EAS CAP service for those of us in cow pastures. The estimate for fiber to our WNKE site was $185,000.00.

We are on Time Warner Business Class Wireless. It is functional and we are and will be legal for CAP, but I am strongly suggesting going for the VSat service. We have 128 kbps service from PRSS for our STL. (The cows love to scratch themselve on the dish. They stay away from the barbed wire on the feedhorn arms.)
