Their task is to conduct measurements such that they can prove
no change, or that a change has occurred, and correct it.
It would be relatively easy to disprove their method if the station
finds that, in fact, they have disrupted the pattern in a negative way.
Cell companies, or any other proposed FCC licensee, is going to do
the minimum they can do to "prove" whatever it is that they wish
to prove.
This is why Bob Jones said to me years ago, "We must be ever vigilant."
That remains true.
It is the station's responsibility to protect their turf.
Merely going through motions does not relieve a licensee of their
responsibilities for proper operation according to their license.
