[BC] GPS recommendations

BellSouth once moved a Central Office on us. Just a 'minor' paperwork update
with the FCC for V&H coordinates. We checked, no drag marks on the ground from a
sliding CO. End result:  Our T1 rate quadrupled because it just put us over the
25 mile CO to CO contracted price.
