[BC] CAP converter sharing?

I would argue anything not associated with the actual decoding, handling
of the message, and encoding of the EAS signal can be shared amongst
diverse licensees as those are not regulated. That would include
receivers, DA's, antenna systems, routers, computers for logging,
printers, et al.
By extension, the CAP converter is part of the "certified" EAS system.
Therefore the CAP converter would fall under Part 11 jurisdiction. I
would say "no" to sharing of a CAP converter unless the licensees are
all commonly owned.
