[BC] GPS recommendations

This is LORAN I referred to which is being decommissioned.  There are 
three within a couple hundred miles of Chicago:

Milwaukee, Quad Cities, and St. Louis.  Use of either MKE or DVP get's 
me 6M accuracy on a GPS receiver now 14 years old.
