 Not necessarily.

 We match towers for power transfer efficiency.
 ( as well as phase shifts, and such )
 If you don't care about that, and the power at SWR isn't
 enough to toast the line, why match it ?

 As long as the transmitter can deliver energy into the line,
 it'll get radiated. ( not "as true" as frequency goes up )
