      Tell that to the victims when a chlorine tank truck or train car overturns.  Tell them that when the riots start in the streets.  Let them worry when 911 doesn't answer, I'm sure all the awnings will easily survive a high wind warning without being notified, I lived out that way for a couple years and seem to remember some severe thunderstorms.  How will they learn that they need to evacuate immediately?  But by your reasoning that would only affect a few hundred or thousand VICTIMS.

Use your imagination and think what could happen, unless you believe that your area is immune from the types of natural disasters that happen in many other areas.
