Careful! If you carry this line of thinking out to its logical conclusion,
each station that uses a leased line (or internet or sub-channel of another
station's microwave link) or anything else not owned by the licensee would
be guilty of the same unauthorized transfer of control!

I think we have all been, at one time or another, at the mercy of the
telephone company (back in the old days and, in the case of T-1's even now).
I'd hate to think what could happen if the government were to decide that
all of those retroactive NAL's could bail out the nation's debt!
