It wasn't the city of Oakland's fault. BART is a multi-county agency,
and most of the passengers who were stranded are from cities beyond Oakland.
Dropping the toll wouldn't have done much to ease the problem. The
problem is just beyond the toll plaza, where 15 or 16 toll lanes merge
down to 6 on the bridge. They appear to have sped up the metering lights
a bit, but it wasn't a panacea.
If you want to bill someone, bill the low-life's who started the arson
fire which caused all of the problems. (Last I heard, fire officials
strongly suspected arson)
