I agree on the first, vote no on the second. There is a difference between an emergency and an inconvenience. The traffic jams are an inconvenience and don't meet my criteria for an emergency and that is the only justifiable use of EAS. YMMV. Ambulances, police cars etc, and other emergency vehicles have their own ways of getting the Info and bypassing the jams.
