Correct! President Obama has demanded a switch that he can throw that instantly connects every radio, television, telephone, and communications device to his dulcet tones so he can instruct a captive audience with whatever "knowledge" he demands to impart. EAS is only part of the system and it must work perfectly or else. Don't kill the messenger. I am only warning of the terrible disasters that may ensue. For years, just before a Presidential election, the incumbent has arranged for crisis to occur that might make it unwise to change leadership. With the "presidential switch" information capture is complete and information is extremely powerful. Eventually, we will not need elections at all because all the government leaders are good.

control of the program at the state level and  broadcasters are simply 
the relaying point, a conduit with nothing more to offer.
