I have to disagree.  The public needs to know that when they hear those duck farts it is a test of a system that may save their lives.  I am a proponent of all RWT's containing a brief announcement that it was a test and in the event of an actual emergency, those tones would be followed by important information.  That's one argument I lost around here and we just run six consecutive duck farts and back to programming.  To me, that's more distracting.  If the announcement was short enough, there would be no tune out factor and the actual alerts would be more effective.  YMMV
