Use a filament transformer with a 10A secondary. Put that secondary in series with your load and terminate the transformer primary with whatever resistor that will give you the required output voltage. Convert to DC with a rectifier and capacitor.

I have use for "a device" commonly known as a current transformer,
but I need it to output around 100V at it's terminals ( +/- ) for a
current sample around 10 amps. 60hz
