        One of the purposes of the tests is to make sure the operators know how to use the equipment.  Even now, months after the installation, I have jocks coming to me with "how do I run a Weekly...." or "how can I choose to send this when I want, rather than waiting for it to automatically interrupt me?"  We are getting better and most of the operators have figured it out so there are many less questions, largely in part because of the weekly tests.  Putting them in the wee hours means the practice will go to the jocks having the least number of listeners or for many of us, automated times.  I may not be around during drive time to help the operator handle a critical alert.

 I dunno about that, but there's no reason you can't run them  in the wee hours right now, except of course, the limited  time relay stuff.

 The test at any time was one of the original design criteria.
