If they are running Sports, especially Local or Regional Sports such as High School or College Ball games, they can make a Mint off of the Ads. Others are just plain too cheap to install the equipment to automatically lower Power or change Patterns. Yea I have worked for both types of Cheaters and quit when they refused to run a Legal Station.

Streaming can open a whole different can of Worms due to Music Licensing and such. In many areas, such as South Carolina, One guy owns every single translator in the State that could be used by an AM, and leases them out for what I think are inflated prices. If you want an FM Translator for your AM in SC, you gotta play ball with this one man, or get out of the Ball Park.
